Ultimate Guide to Proper Train System

I struggled at first with making my trains operate in an optimal manner. All they seemed to do is cause traffic jams on my streets, fail to deliver enough of the citizenry and cargo to the various destinations, and general provide a giant pit to throw money into and burn. Eventually the entire rail system would come to a grinding halt, as a myriad of cargo and passenger trains would block each other’s path. This guide is meant to help solve these problems. I learned all of the following through observations and much Trial/Errors. I hope this helps many of you out there.


Station Placement

Passenger stations should be placed first near residential areas and then near any possible destinations like the places of work or commercial centers. (So everywhere, really)


Cargo stations should be placed in industrial areas including the specialized forrestry, ore, agriculter, and oil areas of your city. This will greatly reduce heavy vehicle traffic coming into the city from outside and even reduce heavy vehicle traffic from one area to another. Heavy vehicles will still be present as they still need to travel between the industrial buildings and the cargo station.


Rail Placement


Rail placement is key to avoiding unnecessary vehicle traffic on the streets and to avoiding the backups on the rails that can bring all trains to a grinding halt. Heed the following for much better results.

1. Place two sets of rails! One rail is for your passenger trains and one is for the cargo trains. I know what you are thinking. “That’s going to take up a lot of space and cost double the money!” Well, yes. But its worth it. When you inevitably need to connect the two lines to pre-existing track (to connect to the outside world) place the intersection as far from your city as possible as this will be a choke point. In the photo below- The track on the right is exclusively passenger trains (meaning the track only connects to passenger train stations in the city and only joins the main line as far away as possible) The track on the left is exclusively cargo trains and also only connects to the main line far from the city.

2. When you construct intersecting rails, make the track long enough in the intersection to hold at least an entire train length. One train may have to wait while another passes in front of it before it can move again. If there is enough space in the intersection, then the train behind the waiting train would not be blocked from continuing on it’s way. (assuming it’s not going to the same location) Also, when placing the passenger and cargo lines to the main line, make the two interactions far from each other so that there is no back up on the main line. If there were more than a momentary back up on any line, it will cascade to backup the entire system.

3. Elevate the rail lines in the city! (Or elevate the roads over the rails, which I found far more difficult.) Trains have the right of way when rail meets the road. This means that your vehicles have to wait for the train to pass through before the vehicles can cross the tracks. Also, if a train is stopped and blocking a crossing, then no vehicles are going anywhere. So to avoid that mess all together, just construct your track off the ground. (page up and page down keys) One elevation is enough to freely pass over ground level roads and other rail. Although you may go much higher if you wish. Just leave enough space to drop the elevation of the track as it approaches the stations in order to make the connections. This will cost a bit more money per section of elevated track. The higher you go the more it will cost. But again, it’s well worth it.

4. All of this may seem to be overkill and a bit paranoid, however, all this work will pay off for your city. It should also be stated that nothing I have done has ever completely worked 100%. Given enough stations and a high enough population, your rails will eventually clog and become useless. This just delays the Armageddon that awaits.


Example City


Here are some photos of a city I constructed to test these concepts. ( Early photos before I allowed it to develop so its easier to see the lines and stations.) It is a bit complex and way overkill, but it worked really well. I made about 7 million, then leveled everything and made this which costs about 5 1/2 million. Although an easier way would be to do this to your favorite city, section by section so that it isn’t a money pit and a big risk of utter failure for going bankrupt. I had to restart several times from this save to jump start this city into existence and I had 1.5 million in the bank. I didn’t help that the weekly road maintenance was 11,000+

How to create your own Billboards

Hey guys, i quickly wanted to raise some attention to someone i made for people,that don’t have the ability to Model objects but still want to bring own creativity into their cities: http://1drv.ms/19j48E2

This Link includes the model and LoD file for a Billboard, including the Template for the Texture. Just open up Paint or another program and fill in the designated Blanks and save the file ;)


The Blue part will be the big front of everything,having slight Purple edges that you can also fill out with an edge color,to make it seem that someone wrapped the poster around the billboard.

Below you see a Pink area, that will be the Back of the Billboard. Feel free to experiment there ^^

After that all files need to be saved in the Following Location:


C:\Users\Username\AppData\Local\Colossal Order\Cities_Skylines\Addons\Import


Important: The game is Case_sensitive, so the Texture HAS to be saved as “billboard_d.png” /.jpg


If you want to make a Glowing Neon sign, you can also add a “billboard_i.png” file to the folder, with the glowing parts marked in white and the rest being black (it will be a black and white image)

Tip: If you are in need of textures for the background or sth: www.cgtextures.com provides a ton of free textures :)

You should then be able to import your creation into Cities:Skylines!

I Want It All Achievement

I Want It All is one of the hardest achievement in Cities: Skylines…

Landmarks


You don’t have to build them but just to make sure, build them. When you 1 requirement drops, it will lock again! Example, you filled 7 cemeteries and you accidentally emptied one, the Grand Central Terminal will automatically Lock! So, you have to build them as soon as they unlock!



  1. Statue of Liberty – City produce 5,000 of goods from industry.

  2. Arc de Triomphe – have 15,000 children in elementary school. Most difficult! I have to jump to the New York Map (in Workshop) then go back to my Save game to unlock it!

  3. Brandenburg Gate – 10,000 full lifespans lived in the city (born and raised).

  4. Eiffel Tower – 30,000 of industrial zone, does not include offices and commercials.

  5. Grand Central Terminal – Fill 7 cemeteries.


Others you need to unlock:



  1. You don’t have to build them but just to be sure, build them.

  2. Complete Parks, Trees and Paths. Drop everything in the map.

  3. Build all services even though you don’t need them anymore like, wind turbines, etc. Consider every possible services like the Hydro Power Plant and the Sewage Pumps.

    • Electricity

    • Water

    • Garbage

    • Health

    • Fire

    • Police

    • Education



  4. Build every transportation buildings. Drop everything even though you don’t have lines set up.

In Cities: Skylines, Monument Achievements are quite easy. Just follow these suggestions to complete them!

New Eden


Build Eden Project. This Monument help reduce with both ground and water pollution.



  1. Business Park – 20,000 Sq Commercial Zone built

  2. Official Park – 10,000 Sq of Office Zone built

  3. Cathedral of Plentitude – Construct all city service buildings

  4. Servicing Services Office – 300 city service buildings

  5. Friendly Neighborhood Park – 10,000 Sq of residential zone built

  6. Statue of Industry – 10,000 Sq of industrial zone built


Beam Me Up


Build Space Elevator. This Monument helps increase your Tourists.



  1. Expo Center – 2,000 tourists in the city

  2. Stadium - City produce 1,000 units of goods

  3. Grand Mall – Construct Airport

  4. Statue of Wealth - have 500,000 city money

  5. Opera House – City extracts a total of 4,000 units of natural resources

  6. Transport Tower – public transport has 1,000 weekly passengers


A Huge Hardon


Build Hardon Collider. This Monument helps with your citizen’s Education.



  1. Colossal Oder Offices – have weekly Education expenses at 20,000 for 10 weeks

  2. Grand Library – Construct 7 Universities and maintain for 10 weeks

  3. Aquarium - 5,000 children in elementary schools

  4. Statue of Shopping – have -1 city money

  5. Posh Mall – maintain all tax rates less than 4% for 20 weeks

  6. Theater of Wonders – Construct 3 elementary schools, 3 high schools and 3 universities


Short Fuse


Build Fusion Power Plant. This Monument provides 16,000 MW of electricity in your city.



  1. Tax Office – Construct Water Treatment Plant, 3 Water Pumping Stations and produce 1,000 MW of electricity

  2. Science Center – 5,000 full lifespans lived in the city (citizens born, raised and died in the city)

  3. Observatory - 1,000 abandoned buildings in the city and maintain for 5 weeks

  4. MAM Modern Art Museum – 50% of population are highly educated

  5. Fountain of Life and Death – One full lifespan lived in the city (1 citizen born, raised and died in the city)

  6. Plaza of the Dead – Fill 3 Cementary


Medic!


Build Medical Center. This Monument help with citizen’s health



  1. High Interest Tower – City debt of 2,000

  2. Oppression Office – Unemployment rate over 50% for 5 weeks

  3. Court House – Crime rate over 50% and maintain for 5 weeks

  4. Mall of Moderation – have average garbage pillling per building at least 25 (have citizens complain about garbage pilling up, at least 25 of them)

  5. Lazaret Plaza – maintaing average citizen health under 20% for 3 weeks

  6. Sea-and-Sky Scraper – Consctuct Harbor and Cargo Harbor

In this guide, we are going to complete these hard dark blue Achievements in Cities: Skylines: City in Motion 2, Metropolis and Heavenly City.

  1. City in Motion 2 – Have enough money to cover for possible losses of income due to upkeep. Do the same thing with the City in Motion Achievement above, only on a larger scale at least 10 stations or more but don’t spam too much or it will have a negative impact on your income.

  2. Metropolis – Have enough people live in your city at least 100,000 population. I found this hard especially I don’t have Industry zone, just Offices. I needed to draw tourists and have extra residential zones, and jobs for them in the office zones. Just keep growing your city but be careful with the up keeps. Took me 8hrs to reach 100k, they keep popping from 75k to 92k, population, until I added tourist spots, extra office zones and residential zones.

  3. Heavenly City – Unlock Monuments. Just keep growing your city and eventually it will unlock for you. :D Requires 75,000 population.

Higher Education, Power to the People and Make them Pay

Higher Education, Power to the People and Make them Pay are such hard achievements in Cities: Skylines. To complete theses missions, you need to have a quite good experience about this game.

  • Higher Education – This needs a lot of Money. You need to have at least 2 million in the bank and a greater positive stream of income weekly. You need to put a lot of elementary, high school and university all over your residential areas. You may also need to implement the Education policy. Make sure you have a lot to recover from your losses.

    1. Make sure you have no RED lot with all types of schools (elementary, high school and university) in all of your residential areas (low and high).

    2. Make sure all of your residential lots BLUE or HIGH (low and high residential).

    3. Make sure you have activated Education policy to all of your residential zones.

    4. Check on the Education panel and check the stats, All levels of education must be 70% higher. (educated, well educated and highly educated levels).

    5. You can use the Hardon Collider Monument to help boost Education.



  • Power to the People – This is easier if you don’t have industry zones, just office zones. If you don’t have industry zone, make it 30% and run it for 1 year. You can leave the rest normally.

    • Have Industry 13% and Low or High Residential 7% (choose the lesser residential zones built you have to save income)

    • Make Commericals (High and Low) 13% just to be safe.

    • Run it for a year.



  • Make them Pay – This is also easier if you don’t have industry zone, just office zones.

    • Have Low Residential 12% and Low Commercial, Industry 6%

    • Have High Residential 13% and High Commercial, Office 7%

    • Run it for a year.

In this guide, I am going to guide how the easiest way to unlock Climbing the Social Ladder, Rolling in Dough and Tough City achievements. These achievements are quite hard.

  • Climbing the Social Ladder – You just need 1 citizen who graduated from a university. Careful on having a university on your residential area. The upkeep can give you negative income. Best way to have this is to put University on Low Residential. It will require Elementary School and High School built before you can achieve this.

  • Rolling in Dough – Have income of 15,000 per week. Just reach that number and it’ll get unlocked. Best way to have this is to have citizens happy.

    • Maximize the services. Don’t spam them too much. Just enough to have a Blue or High level of satisfaction on surrounding areas.

    • Check on your policies. May be disable some of them.



  • Tough City – Crime rate 41% and above for 4 years. You may have to start a new city for this if you don’t want your current city to be ruined. You can read the detailed guide for this achievement at: Tough City Achievement

Distroy and City in Motion Achievements are quite easy dark blue Achievements in Cities: Skylines. This guide is for a well established city with greater positive income.

  1. Distroy – You can easily spam district zones. But you can’t just have policies to it. Make sure you have enough money to cover for any possible losses you may have when you implement these policies. Remember policies will have impact on your economy.

    1. Best way to get this is to have each district 1 policy each.

    2. Make sure the policy is not directly affecting the zone. Example, have “Raise Income Tax to Low Residential zone” to a High Residential zone area. This will not affect on your income so you are safe.



  2. City in Motion – Have at least 20 metro lines. Make sure you have enough money to cover for the upkeep of running the Metro stations.

    1. Best way to get this is to have 1 line each station point to other metro stations. Example: You have 5 Stations namely A, B, C, D, and E. Have a line in each points for Station A (A-B, A-C, A-D, A-E). If that is not enough have each station Point to 2 stations like, (A-B-C, A-C-D, A-D-E). Spam it and you’ll get to have this achievement.

    2. Don’t spam too much Stations, keep it low or you’ll get negative income for upkeep.

    3. Just spam the lines.

    4. Continue for more to Achieve City in Motion 2 (50 Metro Lines).

Easy Light Blue Achievements

In this guide, I am going to show you the ways to unlock all easy light blue achievements in Cities: Skylines. They are:


Easy Light Blue Achievements Cities Skylines



  1. Fire Watch – Build 5 Fire stations. NOT Fire Dept. Headquarters.

  2. The Safest Town – Build 5 Police HQ. NOT Police Stations.

  3. Safe City – Have Police stations or HQs all over the city. Keep all buildings Blue or High. No Red Buildings with Police. Run a safe city for 4 years. Make sure roads are Green when you put the buildings.

  4. Frenetic Player – Click 1 police building for 100 times. Spam the clicks in 1 police building.

  5. Professional Dumper – Have 5 landfills filled. Make sure you have enough Landfills and Incineration Plants to keep running your city. Just make 5 landfills full.

  6. SIMulated City – Expand your city to 9 lots.

  7. Happy Town – Make sure all services are Blue to every lot. Run the city for 5 years and keep your citizens happy.

  8. Unpopular Mayor – You may have to make a new city for this. Run the city without any much access to services. Keep them mad. No sewage pump helps.

Tough City Achievement

In this guide, I am going to show you how to unlock the Tough City Achievement with the easiest ways in detail.


How to unlock Tough City Achievement


If you want to do it in the legit way build a city with only Low Density Residential Zones (not high!), get shops in the middle, and get jobs for your people. The only services you get are medical service, police station, fire station, also garbage collection.


When you have around 5k people in your city SAVE your game and make sure to do a backup!


Then eliminate the police station and you will need to afk around 2/4 hours at speed 3 and if everything goes well, after 2 hours afking you will get the achievement! (If you don’t win the achievement just expand your city to 7/10k people and repeat the steps I said, thats why you backup the game at 5k people, because if u don’t get the achievement you need to have your city with more building because crime rate will be easier to stay at a 50% mark for longer times)


Below is the legit way to unlock this Achievement. But if you want to do it faster…


You need these things first:



  1. Mod Achievement Enabler

  2. Super Demand

  3. Save Game


Follow these steps:



  1. Subscribe the Save game.

  2. Subscribe the mods

  3. Enable the two mods on “Content Manager”

  4. Load the Save

  5. Now, over the next 30 minutes when a building appears abandoned, you delete it!

  6. Crime rate should be between 43% to 60% during this 30 minutes

  7. After 2 hours of game time (around 30minutes at game speed 3) if your crime rate was over 40% all the time, you will win the achievement!

Remember you cant win achievements with game saves from others! That’s why we use “Mod Achievement Enabler”! The “Super Demand” mod is used because that way automatically when you bulldozed a building, it will instantly respaw but with 0% crime rate on it that’s why you should bulldoze the buildings when they appear abandoned, that way your crime rate will stay over 40%, if you don’t bulldoze them, the abandoned buildings will stack and then from nowhere you got 10/20 new buildings that have 0% crime rate, so if you demolish every single one when they appear abandoned your crime rate will stay identical because only one building have 0% crime rate!

Earthloving City Achievement

To unlock the Earthloving City Achievement, you need:



  1. Have a current map with over 10,000 population but not more than 80,000 since it will be harder for you to re-zone Industry later on.

  2. Make sure you have unlocked Incineration Plants and Offices.

  3. Make sure you have a majority Educated residents to move forward.

  4. Make sure your Industry zones are lower than your Offices.

  5. Make sure you have lesser Landfills than your Incineration Plants.

  6. Make sure you have your Water pump placed at the start of your water stream.

  7. Make sure you have your Sewage pump placed at the end of your water stream.

Water Pollution to 0%




  1. Move all your Water pump at the start of your water stream. (Where the water pointer arrow starts)

  2. Move all your Sewage pump at the end of your water stream. (Where the water arrow points to)

  3. Make sure their distance is way farther than each other.


Ground Pollution to 0%




  1. Make sure you have 0% Water Pollution before you start doing this!

  2. Start Un-Zoning your Industry and re-Zone them to Offices.

  3. Make sure you enough money to run the city with your Incineration plants.

  4. Start setting up more Incineration Plants. Don’t make your residents complain about their garbage. You don’t want that.

  5. Quickly empty all your Landfills and Bulldoze them.

  6. Make residents happy. Activate Recycling policy. Make sure you have positive stream of income weekly.

  7. Once everything is on positive stream and residents happy, Start bulldozing the Incineration Plants.

  8. Speed up to level 3 until you get the Achievement!!!! DONE!!!

  9. Quickly return the incineration plants and don’t build landfills anymore if you still want a clean city. Happy City!

Zoning Areas with Small Buildings

In this guide, I will show you that you don’t just have to select your zones in large blocks, you can be a bit more creative and allow for more building variety as well. If you just select the entire zonable area by each road, most of the buildings by default will take a full 4×4 square, the only time you will have seen smaller buildings would have been where the zonable grid has been broken up, like on bends or with junctions with other roads for example. However, the game includes buildings to fit all sizes from 4×4 right down to a single 1×1 square.



Residential, 1×1 and 1×2 zoning


For the first part, I’ll be showing you how to create a nice row of back to back terraced houses. I’ll be zoning for 1×2 size houses in low density, you can go for 1×1 if you like but I prefer them to have gardens! In this pic you can see I’ve drawn a set of side roads that are four squares apart, this is easy to judge as the game’s marker guides space at four block intervals. Then, I’ve marked out the 1×2 zones individually using the small zoning paint tool. This is the important bit as you are restricting the available size to the 1×2 squares.


Let the game run on for a bit and so long as you have residential demand, you should start to see them all fill up.


Once they have all filled up, then you can zone in the rest of the squares, the large brush tool is easiest as you can just paint over the whole block. Once this is done, they rest of the empty spaces should begin to fill up. You are not restricted to 1×1 or 1×2 either, on the main street to the right here, I used 2×2 blocks for some larger houses.


If you want a real tightly packed neighborhood, you can use single 1×1 squares for a real ‘Coronation Street’ feel and I love how these level 3 houses fit into this.



Commercial shopping streets




The same techniques can be used in Commercial as well to make things more interesting. Here, I’m zoning a small retail area next to some high density residential using the same method as above.

And complete, a nice little street full of little shops, instead of all the larger businesses that would have popped up if i’d just filled the entire block in one go. This is a nice idea to put in blocks of high density residential and a nice touch would be to connect to both sides using pathways from the parks menu.

How to build a Forest City

In this small guide, I am going to show you how to plan trees wherever you want and engulf your city in a big forest.


On this image you can see a very fine line between the red borders, it is here that you can plant trees, this works for all buildings.

On this screenshot you can the an example of the amount of trees you can place, this is my industrial area, you can do this for your whole city, it takes time but if you want a city truly in a mass forest that’s how you do it. The trees have no effect other than cosmetic.

Finally here is an example of my commercial area, of course the extent to which you plant trees is optional, the more you plant, the more your buildings will be shrouded.

Hydroelectric Dams Guide

In Cities Skylines, Hydroelectric Dams are a bloody pain to build, but knowing where to build one will save you time, money and space! The effectiveness of your power production is really up to you. If you know where to build what and when, then you will produce as much power as you need at the most practical cost per MW in any given set of circumstances. Every means of electric production is intuitive to the player, except for hydroelectric dams, apparently. So, what is the secret to building a good dam? Hydroelectric dam placement has everything to do with the water flow mechanics in the game. Oh gawd, physics lesson!


Cities Skylines Dam’s Summary


A fundamental characteristic of water in the game is its tendency to flow downward due to gravity. The water will flow to the most accessible low point. When the water has no where to go but through the dam? The water will only flow through the dam if its surface meets very near the height of the dam. When it does meet and the water on the other side of the dam is near the base?


Until the water reaches about the same height of the dam, you will not produce any hydroelectricity. It’s somewhat like a straw that you place above the surface of the fluid in your glass. You’re not going to get any pressure to draw the fluid into your mouth. Similarly, if the water surface is not sufficiently above the dam intake, then the dam is not yet operational. #Pressure!


The second thing to keep in mind is that length does not matter as much as height. It’s all in the height. Again, gravity! The farther the water falls, the more potential energy your dam will harness.


The real trick is placing your dam at a height and length so that water upstream does not find a path through terrain that is at a lower elevation than the height of the dam. Rule of thumb: always place the height of the dam at an elevation lower than the terrain surrounding the upstream water. In other words, the dam should not exceed the highest elevations of the upstream terrain!

Finding locations to build Hydroelectric Dams:


When considering a hydroelectric dam, ask yourself:



  • Are there any deep rivers going between cliffs on this map?

  • Is the river’s inflow at the edge of the map?

  • Can you place a hydroelectric dam as close to the map’s edge as possible?

  • Is there a waterfall on the map that you can exploit?

Upon finding a potential location, check the area with plans of dams using the dam tool and consider:



  • Will the currents sufficiently raise the banks, meet the dam’s height, and feed water to the dam continuously?

  • Will the dam be cost effective?

  • Will the dam and the resulting reservoir of water it holds take up more space than your power alternatives?

  • Will the water find an easier route down past the dam?

  • Will this cause a flood that drowns your citizens?

  • Are there better power alternatives for your city right now?

Cost Effectiveness of Hydroelectric Dam


You should always keep in mind the cost effectiveness of your power grid when planning to expand upon it. Think about cost per MW!



  • At 427MW, a dam is better than a solar plant.

  • At 321MW, a dam is better than any wind plant.

  • At 257MW, a dam is better than a nuclear plant. (Not considering 1.92k m³ water / week!)

  • At 229MW, a dam is better than a coal plant. (Not considering cost of resource burned!)

  • At 201MW, a dam is better than an oil plant. (Not considering cost of resource burned!)

  • At 27MW, a dam is better than an incineration plant. (Just burn garbage with it!)


This considered, the goal of your city should be fusion power! But you need plenty of power until you get there. A fusion plant produces 16GW for only 8,000€. 1/2€ per MW!


To get the most out of your power plants, you should budget your grid at 150% if needed. Conversely, you can conserve power and money by lowering the budget.


The budget is directly proportional to power production. At 150% budget for power, a 1600MW dam with an upkeep of 3200€ will be 2400MW with an upkeep of 4800€. The same holds true for all other power plants, including fusion, though I doubt you will ever need 24GW!


Fusion Power


Fusion Power is your primary goal. Once you have it, forget dams, wind, solar and nuclear. Nothing compares to the supremacy of fusion power!

To unlock fusion, you need 6 unique buildings (in bold, prerequisite in regular) and 65k population:



  • 3 Full Cemeteries -> Plaza of the Dead

  • 1 Full Lifetime -> Fountain of Life and Death

  • 3 Water Pumps for 1k Days -> Tax Office

  • 1k Abandoned Buildings for 5 Weeks -> Observatory

  • 5k Full Lifespans Over Time -> Science Center

  • 50% Highly Educated -> Modern Art Museum


Uh, good luck, you are on your own in this endeavor!


Failure should not be an option! On some maps and playthroughs, you and your city will be better off if you just take an alternative path of power production. Do what is most cost effective per MW, but what also delivers. Sometimes, hydroelectric dams just are not damn practical. Go solar or wind until you can get fusion!
