In this guide, I am going to show you how to unlock the Tough City Achievement with the easiest ways in detail.

How to unlock Tough City Achievement

If you want to do it in the legit way build a city with only Low Density Residential Zones (not high!), get shops in the middle, and get jobs for your people. The only services you get are medical service, police station, fire station, also garbage collection.

When you have around 5k people in your city SAVE your game and make sure to do a backup!

Then eliminate the police station and you will need to afk around 2/4 hours at speed 3 and if everything goes well, after 2 hours afking you will get the achievement! (If you don’t win the achievement just expand your city to 7/10k people and repeat the steps I said, thats why you backup the game at 5k people, because if u don’t get the achievement you need to have your city with more building because crime rate will be easier to stay at a 50% mark for longer times)

Below is the legit way to unlock this Achievement. But if you want to do it faster…

You need these things first:

1. Mod Achievement Enabler


2. Super Demand


3. Save Game

Follow these steps:

1. Subscribe the Save game.


2. Subscribe the mods


3. Enable the two mods on “Content Manager”


4. Load the Save


5. Now, over the next 30 minutes when a building appears abandoned, you delete it!


6. Crime rate should be between 43% to 60% during this 30 minutes


7. After 2 hours of game time (around 30minutes at game speed 3) if your crime rate was over 40% all the time, you will win the achievement!

Remember you cant win achievements with game saves from others! That’s why we use “Mod Achievement Enabler”! The “Super Demand” mod is used because that way automatically when you bulldozed a building, it will instantly respaw but with 0% crime rate on it that’s why you should bulldoze the buildings when they appear abandoned, that way your crime rate will stay over 40%, if you don’t bulldoze them, the abandoned buildings will stack and then from nowhere you got 10/20 new buildings that have 0% crime rate, so if you demolish every single one when they appear abandoned your crime rate will stay identical because only one building have 0% crime rate!
